Q u o t e: With the 1.10 patch two new craftable bag types will be available specifically for holding items related to either herbalism or enchanting. Tailors will be able to try their hand at crafting these new bags as the recipes will be found throughout the world. These new specialty bags will function similar to how a normal bag would, but with the restriction of holding only herbs or enchanting supplies. The recipes will be made available for crafting these bags in various sizes, the high end of each type being 24 slots.

honestly i don't believe the major player base was really looking for these bags.
where's the keyrings everyone is asking for?
oddly right now blizz is giving us what we're NOT asking for.

The keyrings are still being worked on. They haven't been forgotten; I hear them mentioned at every major design meeting. There are some technological hurdles to be overcome in order to make them, however.
Herb bags and enchanting bags, however, did come up around the time soul shard bags became a reality. These bags work off the same basic principles as soul shard bags and required no additional tech. Therefore, the answer to the question posed is yes.
