is it possible to get a server to server character transfer. Not talking about the new transferable realms, but like transfer a character to another realm by special request?

There is no way to do this currently. We are working on implementing such a service, but it has not come to fruition as of yet. We'll update you as soon as we have more information.

Why is that? You already have the ability to transfer from server A to server B, just that you limit the servers that are allowed. So the code is there to do it, the billing system is in place for the entire game already. Hooking up the two does not seem like rocket science to me. Obviously it's not "trivial" and plenty of testing is required, but you HAVE the infrastructure to do it in place today.
It's not as simple as you suppose. It's one thing to hardwire a one-way transfer from one specific realm to another... it's quite another to open it up to all possible realms while monitoring population and load. It's not easy, and while we're not idle on this front, the system is not yet ready.
