After going through the situation with a fine-toothed comb, it was determined that the Panda Cub Caretaker NPCs were mistakenly implemented in all regions. These turn-in NPCs should only be available in Korea, and we will be issuing a hotfix that despawns them in the other regions. We understand the exclusivity concerns, but understand that this should not be a problem in Korea, as they did not receive the Collector's Edition; this pet is completely new to them. Our apologies for the confusion over the past few days on this issue.
