More than 14 months since WoW launched, and finding PUGs for 5 man instances (at least the ones that are under 55) is STILL a MAJOR PAIN. Blizzard, when is this going to get better??? What is being done to help lower level toons get the groups they need to complete these major portions of the game's content and storyline???

It has been discussed previously that we are looking into ways of improving the methods of seeking and forming groups. The issues and concerns are known. There is currently no further information on said improvements or an estimate as to when they would be implemented, though. We'll give you an update when we have one.
