I was wanting to create a pally on Thunderhorn but character creation has been disabled. The news said we should know something today. I have a friend on Thunderhorn and wanted to create an alliance character on there.

It's early yet. I believe we're still on schedule to re-evaluate the situation today. We'll let you know as soon as we do.
EDIT: Since you asked, we turned off character creation to prevent overpopulation of those specific realms, as they already had a large number of players on them. Tuesday isn't necessarily the "fix-all" day -- hardware takes time to acquire, prepare, and get into place, and that's still in the process.[ post edited by Caydiem ]

This hasn't changed any of the issues with the servers and it is not going to. There is not a good reason for keeping this ban in place. New players deserve all the same privileges that the older ones have because we pay the same monthly fee. Because the deadline was extended for an extra three days, I can't see any excuse for why this shouldn't be taken care of today. The alternative would be letting down players twice in a row.
It hasn't made many things better, we're aware, but it has stopped the exacerbation of the issue. It's a temporary measure while we get more permanent means of supporting the population in place.
