This is a quote from Caydiem. She says that ideally they wanted to reward skill instead of time investment. Cay, it was a nice thought but it failed MISERABLY.
The highest rank pvp rewards are near impossible to get for those who cannot grind 24/7 in the BGs. And it is grinding, make no mistake of that.
The ladder system actually ENSURES that those who have the MOST TIME will come out on top, and NO ONE else.
At least in DAoC everyone could attain the highest rank given enough time, because you're rank steadily increased with what was the equivelant of CP and HK. The power gamers would be the highest rank the quickest.. but at least you COULD get it.
In WoW's system, you could have THOUSANDS of kills, high CP kills from world pvp (on a pvp server), and NEVER get the highest rank because the ladders system compares you to ppl who CAN AND DO spend 40 hours a week GRINDING honor in the BGs.
For the LOVE of PVP please change this! BGs, primarily on pvp servers, ruin world pvp and over inflate ranks.

My statement was about plans for the future, not the present state of affairs.

I can raid 10 hours a week "2 hours a day for 5 days a week" Now I may not be able to achieve as many "epics" per week as someone who can raid 30 hours a week, but given enough time I can achieve the rewards, it may take me 4+ months to achieve what the others achieved in 1 month. The honor system? Not so much. I can pvp for 4 hours a day, every day for a month and still not break sergeant. I could do that for 36 months and still not do that. The only people this system helps are people those who can pvp for 10+ hours a day, ever day for what 1-3 months? What blizzard needs to do is implement a system where a power gamer can achieve max rank in 3 months "give or take" and a "casual" gamer max of 9 months... An xp based system MAY not be as bad as thought.. Even takeing out the "lose xp" system, and set up some kind moving goal marker for each rank. Base of course on server population, how many play on bg ect. So if for some reason, more people start playing bg, you would start getting "less" "xp" per kill, but would gain relatively the same amount of "rank" in that time... So if theres 100 people playing today, and Im in pvp for 4 hours, It be nice if lets say I gain 1/20th way to the next rank. The next day, theres 200 people playing. 4 hours would still = 1/20th rank. "assuming you get enough kills of course" This would allow low pop servers still being able to achieve the ranks, while commiting the same ammount of time investment to this thing..
Mind you the numbers of kills would probably be alot higher, and the amount of rank gained would probably be smaller, but I, and many others would probably perfer that system over one where less then 1% of the game population can even dream of gaining the rewards..
Also, why put the 10 minute rule for the honor tokens for losing? Doesn't blizzard realize that most games where one team is obviously out numbers, often don't last 10 minutes? If you don't recieve an honor token for losing within 10 minutes, why should you also gain an honor token if you win it in 10 minutes? Isnt that saying "Hey! We had 15 people vs there 5! We are SOO honorable!"...

The post from which the quote is taken says outright that the developers want to revise the Honor System.
They're right there with you on that.
However, it can't be done quickly. It does require some systems and tech in place that we don't have now. We are working on it. It's not something that can be changed by snapping one's fingers.
