I turned in a quest in Felwood, and right after I turned it in, I couldn't talk to any NPC's, my latency dropped to 0 ms and I can't talk in guild or friend chat. Whenever I log on nothing happens until I talk to an NPC and it's pissing me off because I can't even log out through the main menu hub, if I submit GM ticket, hit logout, nothing happens. I can see EVERYONE else talking and moving but I can't communicate with them.

First, I would recommend checking the Tech Support forums.
However, I have heard of similar issues before(much rarer nowadays).
If this is occurring commonly when you turn in a quest, it could be sound-card related or possibly network/modem card related.
You might want to try updating drivers for both.
However, I would try the Tech boards to confirm my suspicions.
