Melee and Spell Art
In short it sucks. There are only a few animations for each entire race! Most of the two-handers use the same animations, every ability recycles the same animations. Both the quanity and quality here is really poor. Compared to EQ2 or FF11, this is one aspect that WoW is incredibly weak at. And Blizzard has made no effort to improve this in over 2 years. Melee animation hasn't been upgraded once since Alpha.
We dont need super flashy DBZ magic sword flying attacks, but more realistic and non-magical/flashy animations would be so nice.
Horde Fluff & Orgrimmar
What ever happened to "we plan on improving Horde art" that was stated in beta? In over 1 year all we received was the Barrens update. Very nice? Yes, that's granted, you did a superb job there. But sorry but that's like 10% of the job. What about the rest of the land? What about Orgrimmar?
Forum Upgrades
Search, Bios, Accurate Avatars, Honor Rank, etc. For over 1 year we've been told "We are working on it". For over 1 year, nothing to show of it.
Last Names, Surnames
Totally swept under the rug. 1 year ago we atleast got a "we would like to". Now it's an issue totally ignorared and forgotten.
No ability development over Level 30
Late in beta, Rob Pardo said he wanted to do an Ability Push to really flesh out abilities, give them more personality, give more class abilities above Level 30, etc. 16 months later? Nothing.... But hey, had BlizzCon they said the same thing again? What's that mean? Not much at this rate.
Poor World Design for PvP
No effort has been made to put some logic into the distribution of NPC Guards, patrols, and the defense of cities. The game world simply is not designed around war. It's designed around questing. Blizzard's solution? Ignore the problem! Just instance all PvP! Make world PvP detrimental by adding Civilians! Actually putting real guards and lords into each region with smart defense and patrols would be much too hard.
Towns
Kargath? Sentinel Hill? Can many of the towns of WoW get any lazier?
So what has Blizzard done over the last year?
Content, content, content.
Hey it's the fuel of the genre!
But instead of being 99% about content, how about putting 15% of your time on upgrading areas from Beta that STILL need work?
Update a couple towns per patch, add unique animations for 1 weapon type each patch, give one weapon ability a unique animation each patch, etc?
Would it HURT to actually make WoW better in the areas it currently sucks at?
P.S. This isn't meant to be "angry" or "trollish". It may come off as a bit bitter since I wrote it fast under an alt (dont feel like making a real serious post under my main) but at the end of the day it's still about things "I'd love to see" in a game I still "love" after 2 years.[ post edited by Choggash ]

Your concern is certainly valid, though the framing of the issue doesn't completely agree with me. :)
We always have a desire to better polish existing, such as placement of NPC guards in towns, etc, but as you mentioned, our larger priority is on making new content really shine. We haven't forgotten about existing issues, and we will address them when we can.
However, several things you mentioned weren't completely correct:
1. Melee and Spell Art - To an extent we do want to add more, but we also want to keep the visual "flashes" toned down a notch during combat. We'll be adding the option to increase particle effects in the next content patch.
2. Forum upgrade - The WoW dev team does not work on this directly. We do definitely get their input on the topic, but obviously this is more the responsibility of the community and web teams, and we are working together to revamp the forums.
3. Last Names - Still on the list of things we want to add to the game.
4. No new abilities past lvl 40 - And it is level 40, and not level 30, but as you noted, Rob Pardo did mention this at BlizzCon, and all classes will get new abilities at every other level past 60.
5. PvP World Design - As previously mentioned in the Battleplan vol II, the PvP designers will be adding gamemplay elements to promote, and give focus to outdoor PvP.
