Ok, I have the Collectors Edition and instead it comes a Art book. Now when I saw the stuff in the Art book I was like wow. Then I play the game and it looks nothing like the concepts in the game. How come the designer's dont make the game look like the concept Art in the book?

Concept art is something that artists come up with as an idea on how they picture the characters, or places in the game as they see them. Once they create the concept art, it gets passed around the team and discussions are held about what is liked, and what is not liked about the art. Through that more concepts are drawn until something everyone agrees on is created. That is what ends up in game most of the time.
