So what happened to this? Who decided between the time of printing the manual and the time of release that this should be changed? And why?

   The manual was printed out, and at the time of printed the information was accurate. Since the game is played entirely online, and is always undergoing changes of some sort, the manual will be out of date after a while. The best place to get the more up-to-date information is by reading the patch.txt that is included with each patch. That is where we list all the changes we make to the game.
