Do you mean the bonus is not working 3 weeks in a row? The bonus goes through each battleground:
Week 1: Alterac. Week 2: Arathi. Week 3: Warsong. Week 4: No bonus.

There is an Honor bonus in the battleground holiday, which is currently in, and an intended Reputation bonus, which will be implemented in the next patch.
No battleground has a holiday 3 weeks in a row, so obviously there may be some confusion there.
If the question is regarding the Reputation bonus, then there is your answer. If you did not receive an Honor bonus, please contact the GM team which investigates such issues.
