(Disclaimer: I apologise for posting this twice before in violation of forum policies; I was not aware that I could not use certain words in the title of my topic, although I likely should have been.)
This is mainly in response to a reply by Fangtooth in a recent thread (link below) regarding casters' statistics and how current itemisation affects their spells. That discussion is not my concern here; I'm merely curious about something Fangtooth said, namely:

However, if you continue gaining points in your Intellect past 200, you will gain a small increase to your critical hit chance while casting spells. This increase is separate from any ones you gain from equipping certain weapons or pieces of armor.
The pertinent part of this paragraph has been underlined. Most casters are aware of the formula for calculating one's percent chance to get a critical strike with spells based on one's Intellect: 100 INT = 1% chance to crit, or .01% per one point of Intellect. However, according to Fangtooth, the first 200 points of a caster's Intellect statistic are not considered in this equation.
Why is this? As a 60 warlock, my base Intellect is 119, so it stands to reason that 200 is not intended to represent a caster's Intellect statistic unaffected by stat bonuses from items. Is the 200 an arbitrary number? I realise that revealing such information, or discussing in-game mechanics with the public, may not be something that Community Moderators are allowed to do. However, if a CM can speak as to the reason behind this number — even a vague explanation would suffice, if needs be — I believe the caster community would be interested to know.

Having 200 Intellect means that you already have a base percentage of getting a critical strike with your spells. My post is telling players that it doesn't stop there. As you get higher end gear, your stats continue to rise, so your critical strike chance also rises.
