There are several areas which can no longer be fished. This behavior is apparently seen by everyone, even after mods have been disabled. There is more detail in this thread:

What is happening is that in areas where you might expect to find winter squid, if it is indeed winter, all fishing loot windows are empty. The bobber will work normally, but when you click on it the loot window will ALWAYS be empty.
Can we get some confirmation about this? And some expectation set as for getting it fixed? I need to catch eels for our MC raids this weekend, but the eels are in the same areas the squid would be in, thus there are no eels to be had either.
Please advise.

Currently, we are addressing an issue with ocean fishing that is affecting a few zones. The oceans in Tanaris, Feralas and Azshara are not yielding fishing loot at this time. We will work to correct this as soon as possible.

This was actually confirmed today. When I got into work, this was the first post I saw about it, so I posted what info I had. I'm sorry I didn't comment on it as soon as you realized you weren't getting fish from some locale. I would like to read minds. However, in lieu of that, I will rely on our QA team to verify issues like this.
