The quest log is limited to twenty for a couple of reasons. The first is, we want players to stay foccussed in an area if at all possible. If you could get every quest out there, you might become overwhelmed and not know where to begin questing. Since we limit the number to twenty, you can get all the quests in one area, and maybe one or two more somewhere else.
The second reason is more technical in nature. I can't go into great detail, but it has to with how the NPCs react to quests.

Q u o t e: the second reason is that whenever you come to a quest npc, he has to look at all your quests to see if you have any of his quests in order to tell what symbol to put over his head. incresing the number of quests allowed increses the number of quest checks the server must perform exponentially, lagging the server by quite a bit considering how often people go near quest npcs.
