I looked everywhere can I can't find this in the UI settings. All my screenshots are crappy JPG, I'd like to change it to TGA. Thanks.

Here's a question that will be mocked, I'm certain, but...
Are you running any mods at all?
Honestly and truthfully, what the players have been telling you is correct -- World of Warcraft takes screenshots in .tga format by default, and there is no way to switch them to my knowledge. While I'm not positive, there's a possibility that something else is doing it for you.
