WoW does not need 100 servers while 20% (or more) of them are low population.
Stop adding new servers!!
(please fire the person who convinced you all it was a good idea)
..at least untill the current servers are all above medium population and actually warrent adding new realms.
(and then, only after existing servers are lag/bug free)
Remove the low pop servers; giving the current players of said realms the oppertunity to migrate to another server; of the same type.
ie: PvP to Pvp only
Reformat the removed servers and use them to support the existing servers lag issues.

It was our server technicians, those who monitor the active population of all realms, who deemed new realms necessary. There is no realm that has less than a Medium population at its peak time. Despite what you may believe, we did need the capacity.
Now then, with that said, we are going to be starting up transfers and such to balance out what discrepency there is, as there are many realms that are overcrowded.
