I was reading the forums very often before and after the Honour System was put into place. Here's my perception of what happened before and after the "Dishonourable Kill" system was put into place:
- The CMs hinted that a "Dishonourable Kill" system may be put into place, but didn't give any real information except that it would effect your rank.
- People asked that this "Dishonourable Kill" system be used to reduce or at least discourage normal "ganking" (a low level player killed by a player of a much higher level), and many assumed this would be the intention.
- At the same time, a great deal of people were complaining about being able to complete certain quests in towns constantly under siege (on PvP servers), where the quest givers would be dead most of the time, usually because the quest givers themselves would call guards / easy kills.
- The complaints of ganking and the death of quest givers dramatically increased after the Honour System was implemented. The term "Dishonourable Kill" was thrown around in both discussions, because when a low-level town is under siege, you know there will be plenty of ganking going on.
- The result was that we gained a "Dishonourable Kill" applied to quest-givers and other NPCs.
The problem was, this is not what we (the majority, at least on these forums) originally asked for. I don't really fault Blizzard on this part because the time period right after the Honour System was released was a HUGE rush -- everything was crazy. Player vs Player combat in any type of game will make people's emotions run high and wild, and if something happens they don't like, those emotions will translate into a post at or near the "flaming" level -- usually towards Blizzard.
We all assumed any "Dishonourable Kill" system would only apply to players, since NPCs can't control who they attack or if they call for reinforcements -- players can. In real life, it would be rather "dishonourable" for a soldier kill a civilian, but also in real life, that same soldier can hit the civilian unconscious if that civilian was going to call for military reinforcements -- something we really can't implement in WoW (except for Rogues).
To sum up our current desires:
- Many players get extremely frustrated when their town or the spot where their quest-giver lies is under siege for hours and hours (especially the main cities). The problem is that most quest-givers will not only attack players of enemy faction, they will also call for guards, hence making them prime targets for death.
- Some suggestions for changes to the quest-givers all include making them stop calling for more guards (hence reducing the reason for the enemy faction to kill them), making them defensive (do not attack unless attacked), and greatly decrease their spawn timer to around 1 minute or 30 seconds. Some suggestions even say to make them invulernable and passive (do not attack, period).
- Many players feel there should be some type of system in place to discourage low-level ganking and/or griefing. If anything, it's happening more because more PvP is happening overall, and the Battlegrounds Queue System has even left some bored enough to go and kill lower-level players while they wait. This is more of a problem on servers with population imbalances, and people that play at times when their enemy has far, far greater numbers.
- We don't expect that the Dishonourable Kill system be applied in its current incarnation to players. Some suggestions include making it apply to very large numbers, taking into account who attacked first, and how often the low-level dies to different higher level characters.
I hope this helps clear up any misconceptions either Blizzard and/or its playerbase had.

What blows my mind away is theater vs. theatre.
And no, I do not plan to offer any deeper insights into this thread...
Just kidding.
You are speaking from the perspective of the raider. But what about the people who want relative peace to go about their lives?
