Keep in mind that since only one person needs the key for the entire raid group to be able to access Upper Black Rock Spire, making it any easier to obtain would create a situation where having access to this instance would almost never be an obstacle, which we really wish to avoid. Getting the key should feel rewarding for players and nevertheless, finding someone who does have the key will always remain an option.
