I know Blizzard has implemented character transfers between realms when it suited their needs but I would like to see the ability to transfer characters between accounts for a player's need.
I currently own three WoW accounts. Ownership and billing information is the same on all three accounts. At one time I only had two accounts, one used by a friend that could not pay the reoccuring fee. Another friend bought me a collector's edition of the game and I installed that copy and activated it. That's my third account.
In the intervening time I had my 11-year old niece create a character on my main account.
However, my niece's main is still on my main account. I've tried through technical support and customer service but I only get a form response that they are looking into the possibility of adding this to the game but they can't do it now. Customer service suggested I post to the general forum, so here I am.
Transferring my niece's main to the other account would make playability much better. While my niece has created other characters on the third account she is hooked on her mage main on my main account.
If anyone else owns multiple accounts and would like the ability to transfer characters between accounts (once ownership of accounts by the same person can be proved) please bump this thread.

We have no plans to facilitate such a move at this time, as it would be open to abuse.
