Subject: Cay can you clear this up please...
   Do faction npc's of appropriate level give Honor or not?

Im certain its no however, maybe this is why so many times I see people wasting time just killing guards. Note that the Insider quote is dated AFTER the Kalgan answere.

The facts:

From April 26 Blizzard Insider

"Yes. Any NPCs from the opposing faction killed on PVE servers will count toward the honor rankings."

From March 31 QA with Kalgan

"Also, based on player feedback, we have decided to no longer award honorable kills for NPC kills that are not racial leaders so that players do not feel as though they need to "grind" NPC kills for honor. This change will also help the honorable kill totals mean more than they otherwise would."

   Nope. That was changed before the Honor System went live.
