The contest is based on luck, which can be improved through gaining rank in the Honor System. While it is theoretically possible for members of one faction to win all four-hundred prizes, it is also theoretically possible only Troll players with names that begin with the letter "R" will win them all. Both outcomes are extremely improbable. Anyone willing to bet against such odds, should never vacation in Las Vegas.

Maybe there is an element of luck, but in the end the catalyst for this lucky drawing is based on your honor kills, don't pee on my leg and tell me it's raining...

The in-game rewards from the system have already encouraged players to spend their time ganking people 10+ levels below them who are doing nothing by questing. This was possible before, but now it is ENCOURAGED. Why add video cards to this?
You're not going to gain many points defeating an opponent ten levels below your own. Once players learn how the Honor System works, those that are serious about rising in rank will not be going out of there way very often to fight other players with this large of a level gap.

Q u o t e: You're not really encouraging anyone to rise in ranks. All you're encouraging is those already in high ranks to continue playing and be rewarded and low ranks get discouraged because they are low rank due to unforseen circumstances, real life situations, etc and they get no rewards.
I'm not sure where you're getting your information but you should be aware that not a single player on any realm has been ranked at this point in time, as the Honor System was only released last week. I apologize for the confusion.
