ok.. after reading a whole bunch of stuff about the "roof top camping" and other "exploits" I've gotta say I'm a little confused. We are playing this game in a world that Blizzard CREATED. They can control almost any aspect of the game. Why do they feel the need to impose rules on our behavior when they could just change the world they created to not allow such behavior? Don't want people shooting from rooftops... well make a way for the guards to get up there! Duh! If the police created the real world, murder wouldn't have to be "illegal"... it just wouldn't be allowed to happen! My personal opinion is that if it's doable within the game (without the addition of third party programs like hacks).. it should be allowed. Blizzard can implement as many rules as they want but they should be implemented within the game.. since this is a WORLD after all, putting these artificial rules in there sort of takes you out of it.. reminds you it isn't real.
Anyways, my 2 cents.

There are instances where game mechanics support a style of game play that works in a manner different from what we had intended upon design, and while we would love the privilege of instantaneously modifying every known problematic mechanic so that it was able to work flawlessly for each player's specific taste and style, it isn't always possible, or reasonable, to do so. As a result, decisions are made and rules created, not to impair game play, but to insure that our overall player base is still afforded the luxury of enjoying World of Warcraft as it was intended to be played upon design.
With that in mind, players should rest assured that a decision or ruling as it pertains to interacting with the game world is often made as a temporary solution to a problem that has presented itself, and plans for a more permanent resolution are usually placed somewhere on a development priority list.
