This very obviously needs to be changed to something like 40-50 quests. When will we see this change?

This isn't a bug. This is a 100% intended game mechanic that will not change anytime soon.
Design-wise, it's meant to help keep the player focused and experience content in its own time.
There's also a technical reason behind this. Every time a player enters an area with a questgiver, checks must be made to see whether or not they have the quest(s). If the answer is yes, there are several other checks that are then performed to display the appropriate thing, etc. This increases exponentially the more quests you have and the more players that are in an area. Thus the 20 quest limit is there to prevent any issues that may arise from the system, also.

This is one issue that the developers are very firm on. There are no plans to change it whatsoever.
