This quest has been bugged now for weeks...I haven't played this character since I found this broken quest...and yes, it has been reported...each Tuesday when I log him back in to see if it has been fixed. I enjoy playing the game with the quests involved...and don't want to move forward with my mage until you fix it...any timeline?

The bug is a known one.
You can finish this as is, actually. I've done so on my mage.
If the last bit of damage is dealt with Frost Nova, then the capture should work. It is difficult, but it's a workaround for the moment.
