How to balance Will of the Forsaken -
Re-classify the Undead PCs from "Humanoid" to "Undead" so that priests can Shackle them. This would also prevent them from being Mind Controlled, so it balances out MUCH more evenly.
I realize that there are more implications with Paladin anti-undead spells, and that's why the undead were re-classified in beta, but that was also before all the talents were put in.

From my discussions with the development team, there are no plans to reduce the effectiveness of the Undead racial trait, "Will of the Forsaken". We do plan however, to improve quality of racial abilities for all other races. [ post edited by Eyonix ]
