After first deciding to migrate Bladefist and Daggerspine to different realms to ensure the migration would not close due to over-population of Outland we received some good suggestions. We will adopt one of them.
Bladefist will migrate to Outland as planned.
Daggerspine will not migrate this week. Come Friday afternoon we will see how many have moved from Bladefist to Outland. If this number is not too high, Daggerspine will - come Monday - migrate to Outland. If the number of players already on Outland is too high, Daggerspine will migrate to Kazzak where they will later be joined by players from other realms.
And please, people migrating from Bladefist, try to move as many players as possible on Thursday and Friday. While it might be tempting to hold off to allow Daggerspine to migrate to Outland you risk contributing to over-populating Outland creating a bad situation for everyone in the end.
Let's work together on this and aim for a thriving community on Outland. :)

Because they're the one with the highest expected number of migrations. It had to be one first, then the other, and that seems to me the most logical criteria to use.

Survey (it's got to be somewhat accurate) estimates about 3000 migrating people.
I can't give an exact number, but with our regular population concurrency numbers 3000 should be no problem. However, we expect there to be more people migrating than those who have "signed up" on the survey.

Considering the ammount of people/guilds that have sad they will migrate from Bladefist its bound to be full come friday. Aka welcome to Kazzak , Daggerspiners , then new barren wasteland server.
Then we'll work with the migrating Daggerspine players and people migrating from other realms to make Kazzak an even more awesome community. :)

All destination realms have character creation turned off (uneless the player already has a character on the realm). We hope to keep it closed until migration to the realm has finished all its needed phases.

I don't think we'll cut migration in the middle of a day. In extreme scenarios we have to consider it, but that'd be really extreme scenarios too.

Hopefully we can. I'd like to point out that the first decision to move to different realms was because of the risk of having to close the migration early, not a certainty we would have to do so. We want to play it safe after the problems this week, and the suggestion you players came up with lets us do that while still hopefully accomodating for the Ouland community drawing players from both Bladefist and Daggerspine.

Migraters from Daggerspine have to migrate as soon as migration opens for Daggerspine and BEFORE the migration cap is reached otherwise they get punted to Kazzak. A realm which will be very low population after the migration process. Not only this, they risk losing friends and guildmates too, something the migraters from Bladefist dont have to deal with.
If the migration from Bladefist is so high that Daggerspine players are likely to be split between two realms I don't see why we shouldn't let Daggerspine players migrate to Kazzak instead, thus giving them the same freedom of not worrying about caps, redirection and time limits.
This is just a way of allowing the two realms to migrate together if the migration isn't too high.
And once again, there are many more realms migrating. If Daggerspine can't fill up Kazzak alone (if migration there becomes reality) we'll of course direct other realms there too.

Update 17:00 CEST, April 28th
The amount of players (accounts, not just characters) migrating from Bladefist to Outland is so high it's been decided against moving another realm there. Thus Daggerspine migration will point to the new realm Kazzak.
While we understand this is not what many players wanted, we have to prioritize giving everybody a chance to move and not creating a realm with thousands of playere in queue.
Note that based on migration numbers next week we may direct some of the migrating realms in the next phase to Kazzak instead of Grim Batol or Stonemaul.
