Will we be ever able to transfer to full realms?
Shall we still hope? If not, then tell us so, it's very frustrating without no information waiting for something that might never happen.

While restrictions may change over time we currently have no plans to open transfers to realms flagged as Full.

That's an error. I've reported it and it should get corrected shortly.

The only comment we've given like that was concerning source realms.
As for allowing moves if you have a high-level char on the destination realm: as said, it's noted and forwarded. It sounds great, but it's not the only thing on the table right now, and it's surely not as simple as some might think.

We do not lock character creation as it would prevent new players from joining their friends already playing on the realm.

Correct. The keyword being "might".
Basically, it's weighting being nice (i.e. allowing the move) to those who want to transfer against being nice (i.e. not increasing the queues) to those already there.
And concerning the "let me move - I already play there anyway":
- If you already play on realm A, allowing you to move another char from realm B won't matter on the concurrent players online. Correct.
- However, there might be other players having characters on both realms, but that will continue playing on realm B unless they can move. Opening the move you want may thus shift more players to realm A than those already there will appreciate (ref: queues).
Yes, it's simplified. But I hope you see my point of there being many factors and scenarios to consider.

And again, as stated several times by now, including in this thread: the idea of allowing transfers to an otherwise not eligible destination realm if you already have a (high-level/active) character there is noted and forwarded.
