The reason the groups are of differing sizes is the realm infastructure. The transfers of some realms to other sites was to ensure that at least no battlegroup would be less than 4 realms in the long run.
Kor'gall and Lightbringer will be joined by more new realms over time. Any new realms over the next few months will most likey be in that group.

Twilight's Hammer is supposed to be in the first group, i.e. the one starting with Agamaggan and Aggramar.
Edit: I removed the reply before this one. Please, there's no need to quote the entire first post. It's quite long and takes up a lot of space also when quoted. ;)[ post edited by Thundgot ]
