Q) In LBRS there is an NPC you can mind control to give your party a +FR buff. Is it considerd an exploit to use this to buff your raid before fighting bosses like Ragnaros?

This is a creative use of game mechanics... not an exploit. It wouldn't be on the mind control options if we didn't intend for it to be there. Funny, isn't it, how these spellcasters are located right inside an instance that's very, very close to two raid dungeons where fire resistance plays a big role, hm? ;)
Q) Is keeping an out of combat rezzer during raid encounters considered and exploit by Blizzard? I notice that one of the tips on the official website reccomends doing so.

That tip is not something we support. We'll have it removed.
Out of combat ressing was never an intended game mechanic. In an upcoming patch, it will become increasingly difficult to perform out of combat ressing. The only intended combat resses are things along the lines of the Druid ressurection and soulstones.
With that being said, I sympathize with the original poster's concern. Yet at the same time, please understand that no one has gotten "easy epics" because of this tactic alone. Like previous posters have mentioned, being on the cutting edge of the raid game often times leaves you fighting more difficult versions of encounters. There is some give and take here.
Q) When fighting Bloodlord Mandokir in Zul'Gurub, is it considered an exploit to hide on the ledge behind the spear spikes in order to avoid his charge abillity?

Using geomerty to negate the charge would be considered an exploit.

We're not actively punishing people for this one. I respectfully ask you to refrain from using this strategy for now. We'd prefer to fix things on our end rather than take a heavy-handed approach.
Q) When fighting Razorgore in Blackwing Lair, is it considered an exploit to cast Divine Intervention on Razorgore in order to more easily defeat the first stage of the encounter?
A) Blizzard has never officially responded to this issue. Blizzard is not currently punishing people for using this strategy on Razorgore, so it is safe to use, however, it is a safe bet that it is not an intended way to beat the encounter and could be changed without warning in a future hotfix. It is also generally considered to be an exploit by the Raid and Dungeons community.
Q) Is it an exploit to pull Broodlord Lashlayer in Blackwing Lair out of the supression room, for example to Razorgore or Vaelestrez's room and fight him there?

Please be aware that pulling Broodlord Lashlayer into Vaelastrasz's room in an attempt to resolve the encounter through "kiting" is not a legitimate tactic and considered an abuse of game mechanics, therefore deemed an exploit. Players found using this method will be actioned according to our in-game policy of intentional use of exploits.

Q) When NPCs use Mortal Strike against players, can it ever have a critical strike?
A) Yes it can. It is just very rare on properly geared tanks. Here is a screenshot of Broodlord critting a warrior with Mortal Strike: http://www.nakoda.net/ms_proof/ms_crit.jpg
Q) What causes Onyxia to deep breath?
A) It isnt known for sure.
The most common theory is that you can prevent it by staying spread out and keeping dps and dots on her. Some people claim that the "spread out" theory is a misunderstanding of a very early strategy guide on Onyxia published before most people had fought her that advised spreading out during stage 2 to reduce the splash damage of her fireballs, and that people misunderstood that to mean her deep breath. Some people claim that the "dps" theory is just because the more dps you have on onyxia the faster she transitions to stage3 and the less opportuntity she has to deep breath.
The bottom line is that while it isnt positively known for sure, following the above two steps is probably good advice either way.
Q) Is the Ashbringer real?
A) The Ashbringer is currently in the games data files, but nobody in the game has ever obtained it and it is unlikely they it is currently obtainable in the game. There are screenshots of players weilding the ashbringer, but this is simply because its graphics are present in the data files and crafty players are able to manipulate the data files to swap out their normal weapon's graphics for the ashbringers graphics.
Q) Onyxia was buffed! She deep breaths and fears more! Onxyias aggro in stage 3 is much more difficult to control. Ragnaros/BWL was nerfed and is much easier than last week! Was there a stealth change in the last maintance or patch?
A) It is highly unlikely that the boss you are fighting has actualy changed. It is more likely that your raid is having a bad day, or a good day, or that your raid with its better gear and more experience is able to much more easily beat the encounter now. You may also just be seeing the product of lucky/unlucky rolls of the dice this week, or other aspects of the game have changed that have a side effect of making raiding easier.
Q) Can you enchant armor for other people with your libram from Zul'Gurub?
A) No, the person who obtains the libram can only enchant their own gear and enchanting BoE gear will bind it to them.

Q) Is loot in instances "seeded" by the Raid Leader or first person to enter the instance?

Loot determination has nothing to do with who the raid leader is.
This issue was spawned when a player petitioned a GM asking this question, the GM responded that the loot for an instance was based on the "loot seed" of the raid leader.
Their first response was on the Tichondrious realm forum in which a CM locked a thread debating this topic and said that the GM made a mistake.
During Blizzcon it is reported that during a panel this question was asked, and the Blizzard employee quickly struck down the theory.
Q) No, but really, we ALWAYS get the same loot, and NEVER get this other stuff, but when we switched leaders we saw something different happen! The RNG must be broken, right?
A) You are free to beleive what you want, and come up with any theories that you feel fit your observations. It is certainlly possible that Blizzard has made a mistake or overlooked something. But, please be aware that this issue has been discussed to death on both sides, literally dozens of times, and Blizzard has allready officially responded to the issue several times. Without more information from Blizzard, there really isnt anything left to discuss on this issue, and you will mostly likely only annoy your fellow Raid and Dungeons posters by making yet another post on it...[ post edited by Lima ]
