So, I;m interested in knowing if there is a cool down, or if it is treated just like any of our forms.
As well, as does it take into account our current weapon, or is there a moonkin weapon.

The cooldown, to my knowledge, works like all other forms.
I'm fairly certain it uses your equipped weapon.

...Balance spells, yes, as it states in the spell description.

Is it under a school of magic..by that I mean is it dispellable? by priests or purged by our overpowered ugly distant cousin shammies?
It's treated like any other form for a Druid to my knowledge.
