Is the cooldown being reduced?
I see lots of talents to improve tranquility, but with a 10 minute cooldown these would hardly seem worth the talent points.

As a matter of fact...
Along with the new innovations regarding storm summoning, the Cenarion Circle has instituted endurance training of sorts for their members. The intense spell training they've undergone has allowed them to cast Tranquility every five minutes, with 25% less mana cost.

With full Cenarion, it's a 2.5 minute cooldown now, it appears.
