Trading, giving away, selling or otherwise transferring an account to another person is never allowed or recognized.
Getting a friend's toon is not an intended use of the transfer service.
Heed well Tandaa's words, Crid; she is correct on all accounts (pun intended). Account-to-account transfers are only possible between accounts for which you are the subscriber, and the last names must be the same for the process to go through. Also, selling or trading one's account is in direct violation of the Terms of Use to which you have agreed:

Aside from a legal name change (as in marriage), I haven't heard of any other circumstances. You're welcome to call Billing at 1-800-59-BLIZZ for more information, though. :)
