Ok so .. I have a friend who wants to move a character from one account to another, which is possible now. However, the accounts are in the name of two different people.
The two people are roommates. One doesn't even play anymore. He is fully willing to move the character to her account, and she wants it on there, but can't. Is there any way around this issue?
Char transfer account-->account is only valid if the accounts are both owned by the same person. But both parties are perfectly willing to do this transfer, and one of the accounts is closed as is .. so it's not like money lost via account consolidation.
If both parties consent and talk to customer service via the phone or something, can this happen?

I'm afraid that account-to-account transfers are only available between accounts with the same subscriber, Slaveboy. Taken from our Paid Character Transfer FAQ:

Who is eligible for account-to-account transfers?
Transfers between accounts are only allowed between accounts where you are the subscriber. We do not support the transfer of characters between friends, guild mates, or family members. To conduct an account-to-account transfer, you will have to answer the 'secret question' for the destination account, and the last name on both accounts must match.
