my toon has never been transferred and fulfills all the criteria for transfer.
yet, it is listed as "Ineligible for Transfer" until January 18, 2007 for some reason.
please help.

As for the reasoning - I am not sure. Sometimes such issues can arise due to security measures put in place to ensure the safety of your account and characters.

I am sorry to say that you will need to wait for the Billing Department to open again unfortunately. I would recommend phoning Billing on Monday morning.
