Please use this thread as a place to ask questions or discuss the Paid Character Transfer Service. The Game Masters here on the Customer Service Forum will be continually monitoring this thread in an attempt to answer questions about the Transfer Service which have previously gone unanswered. However, as we wish to keep all transfer-related discussion located in this thread, any additional threads that are created and pertain to the Paid Character Transfer Service may be locked/deleted at our discretion.
The Paid Character Transfer Service can be found on the Account Management page of the World of Warcraft website. This service provides players with the ability to transfer characters to other realms (with certain restrictions) or even to other accounts (with the same registered owner). It is even possible to transfer a player to another realm and another account as part of a single transfer. The initial launch of the Paid Character Transfer Service included only a very limited set of realms; but have been making new realms available for transfers as quickly as possible. For a list of eligible source realms, please refer to the following page: https://www.worldofwarcraft.com/pct/character-transfer-eligible-source.html
If your realm is not listed above as one of the current eligible source realms, please refer to the following page to find out when it will be made available for transfers: http://www.worldofwarcraft.com/pct/realmrollout.html
Because it is tied into the Account Management section, the Paid Character Transfer service may be unavailable during the regularly scheduled weekly maintenance.
Due to the recent release of the transfer service, our Billing and Account Services Department has been receiving a high influx of calls; which may result in some callers receiving a busy signal. If your issue is something that only the Billing Department is able to assist with over the phone, please continue trying and you will eventually get through. If your issue can be addressed via e-mail, the Billing Department can be contacted at Billing@blizzard.com.
If you are receiving the "The Paid Character Transfer Service is currently unavailable" message when attempting to transfer, please refer to Tseric's response for more information about why this is occurring: Q u o t e: We looked into this this morning, and we just want to let you know that the reason the Paid Character Transfer system is unavailable right now is because its queue is currently at max. capacity. A queue system is used to make sure that the realms, accounts, and hardware that are involved in the process remain stable. Please check back from time to time to see if the queue has opened up. We're sorry for the inconvenience, but in this case, it's necessary to avoid impacting the game as a whole. We'll work on modifying the message that appears on the website during such times in order to help prevent further confusion.
Please note that the queue system doesn't affect existing character-transfer requests, so if you have one already in process that you'd like to confirm or cancel, you can still do so by clicking the Transactions link in the menu bar at the top of the Paid Character Transfer page.
We understand that there is a lot of excitement about this new service, and would ask that everyone try to remain patient over the next couple of weeks. Thank you very much!

edit: want i want to know if does the name/address/phone numbers on the credit card have to match the one i registered my account with ?

I'm sorry to say, Vexz, that truthfully I'm not entirely certain what the requirements are for the credit card used to pay for the Paid Character Transfer service. You'd really be better off getting in touch with Billing directly via e-mail (billing@blizzard.com) or phone (1-800-59-BLIZZARD) between 9 a.m. and 6 p.m. Pacific time, Monday through Friday. :)

now my question is are the transfers only able to be done between certain hours or can i try agaian later tonight say around 10pm or so.
they said post questions here and the will respond. i have not seen them respond here in a while although they have responded to ppl asking about our toon's getting in game homes =/
The transfer system is automatic. So long as there are no issues preventing players from transferring, you can use this service at any hour of the day or week. ; )

That, unfortunately, is not a question to which the Game Master Department may provide any definitive answer; those decisions are not ours to make.

The loop that you are experiencing is caused by using a card that is unable to process. In this case, it will be necessary for you to use a different card in order to complete the process. Our Development Team is currently evaluating the issue with hopes to provide players with a more informative error message.
If you are receiving an invalid credit card message, I would again suggest that you try using a different card. There are many reasons which could prevent a card from being accepted as valid. I'm sorry for the inconvenience that this has caused and hope this information is helpful.
