Last Tuesday, the 15th, I initiated a transfer of one of my characters. All has gone well with this transfer, up until yesterday when the transfer was complete and all I had to do was finalize the payment. Everytime that I click the FINISH button, it goes right back to the same page.....
After waiting a week to be able to play this character, I would like some explanation as to when this is going to be fixed so I can give Blizzard my money and play my newly transfered character.

This issue is occurring because the credit card that you are attempting to use to finalize your transfer is unable to process, for whatever reason. At the moment the page will simply refresh, but our Billing and Account Services Department is working to implement a more apparent error message. I would recommend that you try using a different credit card to finalize your transfer. I'm very sorry for the inconvenience this has caused and wish you the best, Dionysis.
