Is it possible to have 1 set of WoW CDs and make 2 accounts? With each account on a different computer running at the same time?

An account can be created by using the Authentication Key which is included in the retail boxed version of World of Warcraft. Once the key has been used to create the account, it is no longer possible to create additional accounts with the same key.
However, it is also possible to acquire an account by using the Recruit-A-Friend program. This program will allow you to obtain a Trial Key; which can be used to create a 10-day Trial Account. The account can be upgraded online to a retail version, which will remove all of the Trial restrictions and allow you to continue playing your characters that were created during the Trial period.
The Recruit-A-Friend program can be found on the Account Management page by clicking on the "Recruit-A-Friend" button. I hope this helps!

As Caerrus mentioned, the trial account uses a Trial Key. Once the 10 day trial has expired, you may use the Upgrade Now feature or buy a game box to recieve a retail Authentication Key.
If you choose to use the "Upgrade Online Right Now!" button to upgrade your Trial account to a retail version, you will not need to purchase another retail (boxed) version of the game. It will, however, be necessary to pay an activation fee to upgrade. The fee is $39.99, and includes the first month of subscription free (as well as a free month of subscription for the other account; which was used to recruit the new one).
