There are a number of criteria that are taken into consideration when determining whether a given realm shall be available as a destination for our Paid Character Transfer service, Dolly; given that the realm is not found to be full or densely populated, however, and there are no upcoming free realm transfers to or from that realm, it should become eligible once 90 days have passed since its release. These factors are being constantly monitored, though, and realms are re-evaluated regularly for future eligibility. I hope that helps. :)
