Hi Wangsta,
As far as I know there has not been an official statement released regarding such methods at this time. However, in general the stance on such things is reasonably self evident. By this I mean encounters are designed to be attempted with a constrained set of limits and rules. When a player asks "is it an exploit to do X?", this usually means that a very much non-standard method for an encounter has been proposed in order to circumvent a feature of the encounter thereby making the fight much easier. Activities such as extreme distance kiting to protect oneself from taking damage and from time constraints associated with the fight are in general not condoned. Hence the ability to do such activities which make the encounter easier than designers intended are likely to be changed in the future.
