After searching the patch notes I could not find a single comment on this happening-
What is up with the "metal clicking" noise which occurs when someone leaves or joins a raid group. It is the same noise which occurs whenver one might close something like a quest window.
While in theory this might seem ok, clearly this wasn't tested. It is annoying beyond belief in and of itself. Not to mention is causes a split second of lag whenver it happens. Imagine being in an AV game where someone leaves or joins at least a hundred times and you might begin to feel my pain.
Whatever this is, change it back.

I've checked around as much as possible (at this hour) for any information, either as this being a feature, bug, or otherwise, and I've been looked at as if I were crazy.
Is everyone that is experiencing this sure this is not being caused by a new/updated or possibly outdated UI mod they're using? Removing or moving your WTF, WDB, and Interface folders being, of course, the way to determine this.

The sound is very annoying, and I do remember it on the PTR as well.
As others have said this did appear to occur on the PTRs but as our team deals with the live game we're not intimately knowledgeable on all the goings on for bugs and testing on the PTRs. At this time I'm unable to find any information on this but we'll try to find something tomorrow and confirm what this is and what plans we will or may already have.

I just got some information back and the tick sound is a known issue and is currently slated to be fixed in the next patch.

When you get off work, or if you can while CMing it up hope in a AV and wait for someone to leave/join... you should hear it.
I plan to as soon as I get home. I'm still debating on how to spec though. Hrm.

I just got some information back and the 'tick' sound heard when a player joins or leaves the raid group is a known issue and is currently slated to be fixed in the next patch.
