Those that rang the AQ gong will be able to access this title. The reason that this title is not something everyone can earn is two-fold:
First, we want these types of titles to be very unique and special in nature.
Second, we have a limited amount of slots in which to have titles available to people (thus why everyone can't just choose any PvP title they wish.) So, we want to continue to make titles available, have room to add new and unique titles and keep them as special as possible.
Overall, we intend to add titles to the system for various things where we can. Some will be very, very specialised such as the Scarab Lord title and others will be more accessible via such things as the Arena system provided you earn it by climbing the ladder.

Nah... We try to have the same information available on all of our forums in all the regions, but unfortunately we cannot always have the information available at the same time. This is mostly due to time zones and the fact that we need to get all info translated into other languages as well :-)
Basically if new and official information is posted by a blue in one WoW forum somewhere in the world, it will usually be copied and posted by other blues in the other WoW forums in the rest of the world as well. It really isn't important who wrote the original message and where it was written, it is much more important that everyone gets the information so that no one will be left in the dark.
I guess you can say that it is the message, and not the messenger that is important :-)
