Pet levelling appears to be drastically improved in 1.7. While messing around on an internal realm, I tamed a level 50 pet at level 60... I got it to 60 in almost no time at all. :)

That's an internal realm. I'm not 60 on live realms yet, but I'm still pushing on. Got a couple levels on my hunter today, mid-30s and climbing. :)

I don't know for certain, no.
What I can say, however, is I just checked the trainer here and I don't see Counterattack as an option.

Commodore, by its very setup, only people in the building can access them. We have no plans to open them up further. That's what the public test realm is for. If you want to apply to work in Quality Assurance here, well, that's good too. ;)
