You can do Account to Account transfers BUT it forces you to also change to another realm.
I just went through the motions on an account on the Medihv server. I selected the account. The next screen has an option (which is prefilled with the first in the selection list) of which server you want to transfer to. Under that you have an option to check if you want to do a account to account transfer. Once you select this, it prompts you for the name of the destination account, then you must enter the secret question answer.
On the detail screen for the account to account transfer detail, you will see that it has your main account and toon and the name of your current realm, next line is your main account, toon and the name of the realm that was listed in the server destination list.
So, like in my case were me and my wife have toons on one account, we are left with only one option. If we want to play together we have to leave our server in order to do it.

I'll double check to make sure that this issue has been brought up to the team. I don't have any other answer more than that for you right now. We've been keeping track of feedback and issues that players have been having however and are making sure to keep funneling that information to the appropriate people.
