As Caydiem posted in the other thread, the weather effects have been seen to exhibit a minimal impact on performance. Also, if it is an issue, they can be disabled easily within the in-game options.

I have an old graphics card on my computer. It doesn't do the death effect, so I demand that it be nerfed (ha, ha, not really). However, I don't mind that I can see perfectly fine underwater and while drunk. :p
I don't believe the weather effects will require specific shader support as the effects you mentioned do.
