Subject: Question about Quest Items and Looting
   Person_01 and Person_02 have a quest to collect rocks and are grouped with Person_03 and Person_04 who do not have the quest.

With group loot is active and any quest items drop during Person_03 and Person_04's looting round, are the items lootable by Person 1 and 2?

   Yep. Players 3 and 4 won't see the loot, but it can drop. Quest item drops are for the whole group effectively, but only the players who have the quest will see and be able to loot the items. However, this doesn't necessarily apply to all quests, as some have variations in functionality.
