I've seen multiple people claim it is and claim it isn't. I'd like to see some proof (either a blue or a quote/link to rules). Thanks in advance.

As said numerous times before, modification of texture files or the location / deletion of any game files, for the purposes of re-skinning etc is not permitted. I hope that's cleared it up for you. Messing around with these files is done at your own risk, and just because nothing is detected now, does not mean it will always be like that…
