I believe the correct statement of facts would be "the US announced they expected their new site to be ready in early April, whereas Europe announced they expected their site to be ready in mid-April".

The "Low" tag on the realm list means it's lower than other realms, not that it has a really low population. Merging the two lowest populated English PvP realms would result in a realm with thousands of players in queue every day.
