My question is simple does Xavius the new PvP realm, have a lower playercap as usual with starting servers?.
This because right now it is on 400+ queue and on the server status page it says "HIGH pop. queued" I am wondering if the server is full or if it is a bug. If it doesn't have a lowered playercap then I am out of there before it becomes another Haomarush.

Like all newly opened realms it runs with a lower cap at first. It will be increased soon, and then again next week to reach the regular cap.
That there is one damn fine epic you're wearin'.
