Excuse me... What? That technically means that if we kill members of the opposing faction, while they're gathering crap for this PvE thing then we can be reported?
If we gather any kind of material that can be used for the war effort and we do with it as we please (hey, we got it - it's ours to do what we want - we're not obligated to help in the war effort), then we can also be reported?
Has Blizzard taken a new stance that is just beyond my wildest dreams - and I'm doubting that's the case? Most likely it's just a real badly worded statement.
My take on it is that they of course mean that anyone doing something, out of their normal server, to specifically hurt some server is such an act that can be reported.
I can't see how this war effort is suddenly something that shall force a whole new rule set on to the players in regards to yet another PvE thing.
If I pick up a herb I can choose to do whatever I want with it - that's my right since I got the herb. If I picked it in front of someone who need it for the war effort then that means absolutely nothing. I got it. It's mine.
If I want to stick it in one of my nostrils and dance around while I laught at him, then I'm allowed to do so. Sure, I might be a jerk to him, but well, not my problem.
Again: It's my herb and I'm allowed to do what I want with it - war effort or not.
Some clarification seems to be in order, yes?

Vaneras is commenting on the specific issues in that thread, e.g. purposefully crashing a realm or otherwise organizing going to another realm for the sole purpose of griefing.
