Here's some information about the Scourge Invasion from the World Events team:
While we're aware that there isn't a great deal of Scourge Invasion-specific content for those below level 50, we didn't leave the mid-levels out, either. There are new bosses in many dungeons for the duration of this event, and we included many level ranges. If you're looking to find the specific instances we chose... think Undead. ;)
Ideally it would be wonderful if we could cater to every single level range and playstyle in the game with each and every world event. However, the simple reality of the matter is that we have to release the patches at some point, and that requires us to make choices on what particular play experiences to flesh out. The Scourge Invasion is weighted towards the high end, for example, while the Midsummer Fire Festival is more evenly distributed but is less complex. If we spent a great deal of time fleshing out world event content for levels 1-10 -- a level range that already has a good bit of content, can be moved through quickly, and contains a smaller percentage of our playerbase -- we would have less time to craft content for the higher end. We did keep you in mind... hence the introductory quests outside the major cities.
Rest assured that we do consider all level ranges and playstyles when we're designing our World Events and design content accordingly. If this particular event didn't capture you, perhaps the next one will. :)
